Tino stands at the shortest height of all the Nordics, despite not being exceptionally short. He has somewhat boyish features, which are enhanced by his general cheerfulness. He often wears a white beret, in and out of uniform. His style is somewhat casual and he frequents blue colors and comfortable sweaters.
Personality: Tino Väinämöinen is a relatively cheerful person, but there is more to him than meets the eye. Though he is concerned with social balance and making certain that everyone is happy, he is not necessarily a strict pacifist. He will fight very hard for what he believes in. He is usually very agreeable, talkative, and honest. He has a tendency to ramble, especially during awkward silences, and often about things that aren't particularly important at all.
Despite his generally amiable personality, there is a little spoken but widely known fact that Tino is not one to be crossed. He has an inner strength unmatched by most, and actually has the ability to be quite intimidating.
As a whole, Tino is an enjoyable person to be around. Though he doesn't entirely realize it, he does tend to have slight mother-hen-like tendencies, especially toward the other Nordics. He doesn't do well with tense situations, but tries to alleviate them with a convenient topic change or perhaps a joke. His jokes rarely make any real sense, however, but some do appreciate his attempts.
Though he may seem rather simple and good-natured, this is not to say that he isn't mature. In fact, more than anything, it may be that he is mature enough to realize that some things are best handled with a smile. He is a particularly unique individual with interesting (if often odd) ideas, and loves to spend time with those that he cares about.

History: When Finland first ran away from Denmark with Sweden, he went entirely of his own volition. Though he knew that he would not be independent with Sweden, he still could not help but feel that he would be better off than he had been. Though he worried about the split of the Nordics, when he heard that Sweden was leaving, he followed - perhaps rashly. He truly enjoyed his time with Sweden, but being rather independent, he wanted to be seen as being able to do things by himself.
When he was lost to Russia, he was very displeased (to say the least). Though Sweden was (perhaps unintentionally) overbearing at times, he enjoyed being there and did not take well to being part of another house where he was still not his own nation. Though he had a few more freedoms with Russia, he was unhappy there, and his separation from Sweden encouraged his independent side.
[Historically speaking, there was quite a strong Finnish nationalist movement during the Russification of Finland.]
As time waned on, Finland decided he wanted nothing to do with Russia, at all. While he had been all right with being part of Sweden, he would not do it for anyone else, and would never do it for anyone again.
Even though Finland fought fiercely in the Winter War and Continuation war, they suffered a lot of damage and lost land (like Karelia) to Russia that they did not get back. While Russia was, in the end, pushed back enough to offer a treaty, the Finns suffered a great deal, and ended up paying reparations for a war they didn't necessarily wish to start.
During the winter war, Finland reached out for aid to several countries who could not help them (among them, some of the Allies), and Sweden. Sweden did not respond to their requests for help in a formal manner, but sent over the largest volunteer army on record in that century.
At the time, Finland felt cornered, even with the volunteer army from Sweden. He does not hostility toward Sweden for not formally helping, but at the same time, when he first heard that the government would not officially ally with Finland, he felt abandoned. But when the volunteer army showed up, he realized that Sweden supported him - even if the government didn't.
However, that small amount of aid was not enough to push back the Soviets, and being that they were on the side of the Allies at the time (so none of the Allies could help Finland), there was only one way to turn - Germany. Finland did become part of the axis for some time, allowing Germans to occupy parts of Finland to fight the Soviets.
Part of the agreement, however, was to alllow German troops to march through Finland to get to Norway, which was consequently occupied due to this and the Lapland War.
The Germans and Finns fought alongside each other for some time against the Soviets, but eventually the Soviets offered the Finns a reasonable peace treaty and the Finns wanted to agree to it.
However, the Germans refused to leave. This started a subsequent war (The Lapland War) between the Finns and the Germans after a peace treaty was signed with the Finns and Soviets. Eventually, the Germans left Finland, but not before causing nearly three million dollars in damage. [Equivalent to 3.15 billion dollars current]
That is one part of history that Finland feels the most regret for. In order to win against the Soviets, they sacrificed quite a bit, joining up with Nazi Germany because it was the only visible way to further their own cause, and meanwhile sacrificing Norway to do it. He feels especially deep guilt for allowing those things to happen to Norway.
In more recent history, he became a part of the Nordic Council and The United Nations, gained full political independence after paying all of the war reparations from WWII, and became a relatively technologically advanced nation, boasting the invention of Nokia and the creator of Linux. There is also a relatively successful music business, and relations between the other Nordics as well as the Baltics are very good, including a fair exchange of tourism with Estonia between Helsinki and Talinn.
Allies: Finland has good relations with the other Nordics, as well as the Baltics, but he does not actually have any formal allies, excluding those made because of the European Union.
Enemies: Finland likewise does not have any enemies, but relations with Russia, though politically and trade-friendly, have always been somewhat tense due to them being a large military power.
Sample Post: It had only been a few days since Christmas, and Tino was finally starting to wind down. The season always did both wonderful and horrible things to him, in the form of not sleeping nearly enough but almost always being in a decent mood. Or at least a silly one. The other Nordics had long since theorized that if he had not been running on minimal sleep, hot chocolate and salmiakki, he'd probably be tearing their heads off. This made them all especially hesitant to cross him during this time of the year.
This third day after the holiday found him half asleep on the couch, a blanket draped over him that he wasn't entirely sure he'd had the night before. He felt a sudden weight on the couch next to him, then small paws on his stomach and chest, followed by the inevitable tongue on his cheek. He could feel the small dog's whole body shake with each wag of the tail, and he opened his eyes, laughing softly.
"Ah... Hanatamago.. stop that..." he smiled, scratching the small white dog behind its ears. "Come on, it's too early..."
Petting Hanatamago gently, the little bundle of fur began to calm, finally settling down to lie on Tino's chest. Satisfied with his accomplishment, the blond rested one hand gently on the dog before his eyes began to close once more.
